Outlaw Biker Gang Raid Leads to Five Arrests

The Knox County Sheriff’s Office is continuing its investigation following a raid Thursday night at the clubhouse of the notorious Outlaws Biker Gang.  Special teams with the KCSO stormed the house at 205 Clifton Street after a 14 month undercover investigation. They arrested the two ring leaders for aggravated robbery and aggravated kidnapping.  Mark Lester and Kenneth Foster, both 55 years old, are still in the Knox County Jail under a $3 million dollar bond.  Three other people were also arrested and charged with simple possession.  Thirty-eight year old Cynthia Allison of Knoxville, 62 year old Martha McCammon of Knoxville, and 57 year old Roger Jarman of Lake City were all released on a one thousand dollar bond.

 Lester, who is known as Ivan to gang members, is the regional president (Tennessee and Kentucky).  Foster is the local chapter president and also the local and regional treasurer and is responsible for the books and records of both the local Knoxville chapter and the Tennessee and Kentucky region.   The KCSO undercover officer, who was recruited by Lester and became a full-fledged member of the gang, stated in an affidavit for the search warrants that he had observed numerous incidents among the bikers involving drugs including cocaine, oxycontin, hydrocodone and marijuana, and weapons such as semiautomatic pistols, and Uzi automatic weapons, and grenades. The specific charges against Lester and Foster stemmed from an incident in December when Lester and Foster threatened the undercover officer with a semiautomatic pistol if he did not give his vest to them.  The vest with patches and various other insignia is one way gang members identify themselves.  The officer, fearing for his life, gave the vest to the two men. That vest and other articles were recovered after a warrant was issued to search Foster’s house Thursday night. According to the warrants, officers searched the clubhouse for Outlaw Biker Gang records, drugs and drug paraphernalia such as scales, mixing devices, packaging materials, photographs of anyone involved in criminal conduct, all financial records pertaining to drugs, and an evidence or items which would be used to conceal illegal activities. 

The Outlaw Bikers’ Gang organization is national, and is known to engage in murder, conspiracy to commit murder, attempted murder, and conspiracy to traffic in narcotics, robbery, extortion, money laundering, and witness intimidation.

Lockett Shooting is Accidental

The Knox County Sheriff’s Office says the shooting death of 20 year old William Lockett, III Monday night at his home located at 7610 Saddlebrook was accidental.  The Knox County Medical Examiner’s Office agrees with the finding after conducting an autopsy Tuesday morning.   According to detectives, Lockett was showing a pistol to his 11 year old brother and a 12 year old neighbor.  Lockett took the magazine out of a pistol and gave it to his brother, unaware that a round was left in the weapon.  The boy pulled the trigger hitting the older brother in the head.  He was pronounced dead on the scene by emergency personnel.

 

Immediately after the incident, which happened shortly after 7 p.m., the boys ran to a neighbor’s house where the neighbor called 911.  Sheriff Jimmy “J.J.” Jones called this a tragic accident and said that his thoughts and prayers are with the Lockett family during this horrendous ordeal.

 
Drivers Cited

The Knox County Sheriff’s Office intensified efforts to raise awareness about school bus safety and driving in school zones recently.  Officers were placed on school buses and the buses followed by officers in unmarked vehicles.  Officers alternated between mornings and afternoons. They cited 24 drivers for various infractions including passing buses with the stop sign out and drivers speeding in a school zone.

 

The crackdown came as a result from complaints from school bus drivers and parents.  KCSO began the campaign December 10 through the 17th.  Knox County Sheriff Jimmy “J.J.” Jones said the operation was highly successful and said officers will again start monitoring the buses and school zones after the first of the year.
