The Knox County Sheriff’s Office is continuing its investigation following a raid Thursday night at the clubhouse of the notorious Outlaws Biker Gang. Special teams with the KCSO stormed the house at 205 Clifton Street after a 14 month undercover investigation. They arrested the two ring leaders for aggravated robbery and aggravated kidnapping. Mark Lester and Kenneth Foster, both 55 years old, are still in the Knox County Jail under a $3 million dollar bond. Three other people were also arrested and charged with simple possession. Thirty-eight year old Cynthia Allison of Knoxville, 62 year old Martha McCammon of Knoxville, and 57 year old Roger Jarman of Lake City were all released on a one thousand dollar bond.
Lester, who is known as Ivan to gang members, is the regional president (Tennessee and Kentucky). Foster is the local chapter president and also the local and regional treasurer and is responsible for the books and records of both the local Knoxville chapter and the Tennessee and Kentucky region. The KCSO undercover officer, who was recruited by Lester and became a full-fledged member of the gang, stated in an affidavit for the search warrants that he had observed numerous incidents among the bikers involving drugs including cocaine, oxycontin, hydrocodone and marijuana, and weapons such as semiautomatic pistols, and Uzi automatic weapons, and grenades. The specific charges against Lester and Foster stemmed from an incident in December when Lester and Foster threatened the undercover officer with a semiautomatic pistol if he did not give his vest to them. The vest with patches and various other insignia is one way gang members identify themselves. The officer, fearing for his life, gave the vest to the two men. That vest and other articles were recovered after a warrant was issued to search Foster’s house Thursday night. According to the warrants, officers searched the clubhouse for Outlaw Biker Gang records, drugs and drug paraphernalia such as scales, mixing devices, packaging materials, photographs of anyone involved in criminal conduct, all financial records pertaining to drugs, and an evidence or items which would be used to conceal illegal activities.
The Outlaw Bikers’ Gang organization is national, and is known to engage in murder, conspiracy to commit murder, attempted murder, and conspiracy to traffic in narcotics, robbery, extortion, money laundering, and witness intimidation.
