Registered Violent Sex Offender Arrested Again for Sex Offender Registry Violations

After a six month investigation by the Knox County Sheriff’s Office and the Campbell County Sheriff’s Office, a registered violent sex offender out on bond for sex offender registry violations was arrested Tuesday morning in West Knox County for again violating the sex offender registry reporting.  Raymond Lee Shaffer, 47, of Knoxville is in the Knox County Detention Facility with an $11,000 bond.

In response to a complaint from a private citizen, the Knox County Sheriff’s Office Sex Offender Registry Enforcement Unit began an investigation in April.  The investigation led to three counties eventually leading to an arrest in June for two counts of Sex Offender Registry violation.  He was arrested in August by the Campbell County Sheriff’s Office for yet another registry violation.   Shaffer was out on bond on those pending cases when he was found yesterday at a motel in West Knox County where he was arrested for again being in a restricted area.

Shaffer pleaded guilty in 2008 on two counts of sexual abuse in the first degree involving a minor in Berkeley, West Virginia.
